Another ride on the roller coaster...
Scary news followed the below posted good news. It seems as if there is a bureaucratic tug of war between the U.S. government (specifically the Dept. of State) and Guatemala. It all stems from implementation of the Hague treaty that will govern international adoption. There was a warning on the State Dept. website about 'in process' adoptions being delayed or poosibly halted all together due to Guatemala's failure to comply with the treaty. Guatemala is responding in kind stating that they will be compliant Jan. 1, 2008 but due to the fact that the U.S. has yet to become compliant themselves Guatemala will not allow adoptions to proceed with the U.S. REALLY!! Is anyone else confused??? We definatly are. The U.S. has been throwing around threats to shut down Guatemalan adoptions without implementing the rules of the treaty themselves. Now here we stand along with thousands of other 'in progress' families with babies in Guatemala wondering when if ever we will be able to bring them home. What happens to these babies if Guatemala shuts down? How do we reconcile with the fact that our dream to complete our family may once again be just that.. a dream? Right now there is just a bunch of questions and not a whole lot of answers. We are trying to stay positive and hopeful knowing that at this point things are still proceeding as planned and on schedule. As mentioned before, when the DNA results are in we can schedule a trip...but this news will stick with us, until we have her on the plane flying home. We can only hope the State Dept. will go to bat for us and all the families that are this far into the process.
UPDATE: A couple of hours after this post we received this from our agency:
09.26.07 ~ We are in the process of determining the validity of the statement issued by the United States Department of the State dated Tuesday, September 25, 2007.There are many issues that have not reached resolution. This decision has the greatest impact on the current adoptions pending in Guatemala. We are hopeful that there will soon be a formal decision reached regarding the "grandfathering" of in-process adoptions.It is our understanding that the Guatemalan government and the Department of State have been tediously working on the assembly of a Hague compliant adoption law in Guatemala.

You know that our prayers are constant and will be from now on for everything to work out. There is a lot of power in prayer so we all need to keep praying that everything works out for Jim and Katie and all those waiting parents to bring their children home to US.
